Call to order at 7:00 pm by President Mat.

Members answering roll call, President Mat, Tom Smargiassi, Angie Niehaus, Mike Tichler, Noah Liebenstein, Dean Wright, Tim Martens, Jamie Melville, and Cheryl Liebenstein.

The minutes from the October meeting were reviewed and accepted without dissent, by Angie. Second by Tom. Motion Carried.

Tim made a motion to pay all bills as presented. Motion second by Dean.  Motion carried.

No transfer of funds needed.

Tim made a motion to approve the treasurer report as presented. Second by Angie. Motion carried.

VISITORS

FINANCE/TIF FINANCE

Tim presented the annual Tax Levy to the board members with a 5% increase for the year. Tim made a motion to approve the Tax Levy with the 5% increase.  Motion second by Mike.  Motion carried.

WATER/SEWER

The 14 aerators in the sewer ponds are ten years old. Rob has a quote to have these pulled and cleaned for $3,800.00.  The committee has approved to move forward with the cleaning.

Jamie questioned what to charge the coffee trailer for water service. Board members agreed to the small business rate.

STREETS/ALLEYS/LIGHTS/SIDEWALK

The committee needs to start looking for option for the spring street maintenance so that we can get Fehr Graham to begin estimates and be ready for bids in the early spring.

BUILDINGS AND GROUNDS

We have one camper left at the campground.  Rob will shut it down after this camper leaves. They should only be here another week or so.

Noah discussed the 2010 dump truck and the need to replace the truck or replace the box. Rob and Noah will look to get quotes for both the truck and the box.

We will need to replace the Zero turn mower for next mowing season. Noah will get some quotes.

CEMETERY

Angie presented a packet to the board members outlining new prices and options for the sale of burial plots. The packet included pricing from area towns. Currently, we are significantly lower than area cemeteries. Angie would like to bring are pricing up so that the cemetery is more self-sufficient. Right now, ale we have more expenses than revenue. The proposal for fee increases for plots would include the sale of single plots, which we have not done before.

Option A – Single=$500, Double=$900 and eliminate the sale of 4 plots

Option B – Add additional $50 per plot to option A for a non-resident fee defined as someone who is not within our taxing district or does not have immediate family already in the cemetery.

Option C – one plot for $450 and remove the selling of 2 and 4 plots.

Tim made a motion to approve Option A and B. Motion second by Dean.  Motion carried.

POLICE

The radar gun is to be calibrated this week.  The squad was in the shop for normal maintenance.

LIQUOR

Old Business

Rob noted that he is waiting for estimates for the removal of two trees on South St.

President Mat informed the board that Surf Internet will not be coming into the village.

Looking at the fees for tickets and the board feels they are okay for now.

New Business

The Blackhawk Hills Regional Council had promoted a housing design competition for low-income housing with someone submitting a site in Pearl City. The thought was there, but the sight will not work as it was situated on a retention pond.

The Lucas Group has submitted our annual audit for 2025. The noted that our accounting records were in excellent shape and all our funds have a positive balance as of April 30, 2025.  The whole audit book can be viewed by contacting the village clerk.

Board members have voiced concern over the amount of noise that semis are making due to engine braking. The committee will look at the ordinance for engine braking and bring any adjustments to the next meeting.

Concern of speeding in the school zones. President Mat suggested we get a survey of how many are speeding in town and especially in the school zones. He will also look at current pricing for the flashing speed signs.

Rob will need to order new signs for the crosswalk on Walgren Rd and Dori Dr.

The sidewalk ordinance needs to be enforced on Main St.  Will send Kurt to the residence with the revised ordinance.
