Call to order at 7:00 pm by President Mat.
At this time, we swore in the boards’ newly appointed Trustee Noah Liebenstein
Members answering roll call, President Mat, Tom Smargiassi, Angie Niehaus, Mike Tichler, Noah Liebenstein, Tim Martens, Jamie Melville, and Cheryl Liebenstein.
The minutes from the September meeting were reviewed and accepted without dissent, by Angie. Second by Tim. Motion Carried.
Tim made a motion to pay all bills as presented. Motion second by Tom. Motion carried.
No transfer of funds needed.
Tim made a motion to approve the treasurer report as presented. Second by Tom. Motion carried.
VISITORS
Fran Dole was present to inform the board that she spoke with the land owner (Bremmer) adjoining the cemetery and they are not interested in selling any of the land.
FINANCE/TIF FINANCE
Reminder that the Tax Levy will be due on or before the December meeting.
WATER/SEWER
No report
STREETS/ALLEYS/LIGHTS/SIDEWALK
The Cancer Walk went well with only a few people trying to get through town. President Mat noted that in the future the Boulevard Bash and the Lighted Christmas Parades will need a permit to close Hwy 73. They will need to apply at least 90 days prior to the parade event. The Village would like to limit the number of times the highway is closed.
Noah questioned the status of the North St project and the standing water. He was informed that there is nothing more that can be done except tear out the whole intersection and replace. The Village did not pay the retaining fee and there was never a payment request for it.
BUILDINGS AND GROUNDS
The campground will be shut down November 1st through April 1st.
Rob will look at two trees on South St for possible removal.
CEMETERY
Angie informed the aboard that she is still looking at rates with area cemeteries. The committee will also need to think about what to do for the future of the cemetery. We have enough plots left to last for an average of 13 to 15 years.
POLICE
Kurt has brought forward a couple issues with the Boulevard Bash parade. He feels the silly string needs to be eliminated from the parade and that only those persons driving any vehicle, ATV, UTV, tractor or lawnmower needs to be 18 years of age or older. This will align with the UTV/Golf cart ordinance that states drivers must be 18 years or older.
Kurt is in the process of giving Sydney orientation within the village before she starts any shifts.
Kurt noted we need an in-squad radio, and he thinks he may be able to get one from the county. It was also noted that the squad needs a safety cage installed. We have three active cameras and one that needs to be sent back to Motorola. A Big Thank You to Kurt for helping to get the ongoing issues with Motorola cleaned up.
President Mat met with local mayors from Shannon, Lanark, and Mt Carroll to discuss the topic of law enforcement and retaining officers. Discussion brought forward the idea to form a co-op for police officers with the area towns. President Mat noted that we are now in a good position with a Chief and officers and that Pearl City would not need to co-op with any towns.
The board would like to see a better Ordinance enforcement and that some of our ordinances need to have additional fees, fines and payment added to them.
LIQUOR
Old Business
President Mat informed the board that we did sign an agreement with Community Solar. The village can opt out any time after five years. If we wish to leave before five years, we may have to pay back the savings we have accumulated. This will only give us savings for our pumping accounts. We will monitor the next cycle of bills for savings.
New Business
Surf Internet has contacted President Mat regarding adding fiber internet to Pearl City. President Mat informed them that they will need to present their business to the board. Noah noted that Jo-Carroll is also interested in bringing fiber internet into the village.
Trick or Treat hours will remain the same, October 31st from 5-7pm.
