Call to order at 7:00 pm by President Mat.

Members answering roll call, President Mat, Mike Tichler, Angie Niehaus, Noah Liebenstein, Dean Wright, Jamie Melville and Cheryl Liebenstein.

The minutes from the August meeting were reviewed and accepted, with the correction of Lori Kempel’s name, by Mike. Second by Dean. Motion Carried.

Angie made a motion to pay all bills, with the addition of the postage bill and the correction of the payroll numbers. Motion second by Noah.  Motion carried.

No transfer of funds needed.

Dean made a motion to approve the treasurer report as presented. Second by Angie. Motion carried.

WATER AND SEWER

Mike will contact Fehr Graham for help with any of our water testing and reports that may be due while Rob is on a leave of absence. During this time Gary will do some mowing and go around town to pick up brush and limbs. Braylon will also help with mowing after school. President Mat noted to let him know if more help is needed.

STREETS/ALLEYS/LIGHTS/SIDEWALK

The Crack sealing of the streets will be done on September 21st.

Fehr Graham has the information they need to begin the annexation of the 20 acres just south of Windhaven Subdivision. They have estimated the cost of annexation to be ~ $1600.00.

BUILDINGS AND GROUNDS

We will need to speak with Barkau Auto regarding the 2026 Chassis and our need to have it as soon as possible. Barkau is now stating that it may be hard to get as the 2027 models are out now. Noah will contact them for a timeline as they bid a 2026 model.

 The campground is scheduled to close on November 1st for the winter season.

Someone has added 2x4 steps onto a log that is overhanging on Yellow Creek. The 2x4’s was removed once and have now reappeared. These will be removed due to a safety hazard to avoid any injuries. Noah and Gary will work on these this week.  President Mat noted that if they are not comfortable removing them, then do not do it. (Safety First) After removal of the steps, the log will be cut down.

POLICE

Kurt requested that the curbs at Walgreen and Dori be painted yellow for safety at the crosswalk.

Kurt is conducting a background check for a 4th officer for the village.

Boulevard Bash went well with only a couple complaints. The Stephenson County Reserves did a great job of patrolling the area all day.

LIQUOR

Old Business

The library is back pursuing their new building and have hired their consulting firm. The architect would like to meet with the board and suggested a 5pm meeting on September 28th, before our regular board meeting. Board members prefer not to meet at 5pm and to have him come at our regular scheduled time.

Mr. Schiffman contacted President Mat regarding how much they may receive in TIF reimbursement and what the formula is for calculating the total. President Mat has referred this matter to our TIF attorney.

The sidewalk has been replaced on N. Main St. The homeowner would like to do a payment plan. Board members suggested $50 per month, but would be willing to make changes to this if needed.

The Lumar Water Main Looping project will be re-dib in January or February for work to start in the spring.

 New Business

Dean thanked the board for the flowers that was sent for his mother’s funeral.

Noah informed the board that JCE Coop, Jesse Shekelton, will be at our October meeting to discuss running fiber throughout the village.

President Mat spoke about the village going through a lot right now after the tragic accident, in which Pearl City lost one young gentleman and seriously injured two others. He thanked Stockton, Lena and Orangeville school districts for their support, by wearing our school colors to school and sporting events.

The board is thankful for all the concern given to our community and the families affected.
