September 28, 2026 (October meeting)
Call to order at 7:00 pm by President Mat.
Members answering roll call, President Mat, Tom Smargiassi, Mike Tichler, Angie Niehaus, Noah Liebenstein, Dean Wright, Tim Martens, Jamie Melville and Cheryl Liebenstein.
The minutes from the September meeting were reviewed and accepted without dissent, by Dean. Second by Noah. Motion Carried.
Tim made a motion to pay all bills as presented with addition of three add on bills. Motion second by Tom. Motion carried.
No transfer of funds needed.
Angie made a motion to approve the treasurer report as presented. Second by Tim. Motion carried.
MAINTENANCE

VISITORS
Ryan Randecker, representing JCE Coop was present to inform the board of fiber internet. JCE Coop received a grant from Rural America as a way to expand their service throughout the area. Ryan is requesting to use the village right of way to run under ground fiber optic lines. JCE is willing to give seven locations within the village free access to the fiber optic. He noted that all install plans would be pre-approved by the village. He has a 99-year lease and it could take up to two years before they build up in Pearl City. Ryan informed the board they would like to start running the main lines this year yet.
Dean made a motion to allow President Mat to sign an agreement with JCE Coop for the purpose of bringing fiber optic into the village. Motion second by Tim. Motion carried.
The Pearl City Library was present to inform the board of their desire to build a new library within the village. They have done a study on the current building and found that it will cost up to $200,000.00 to bring it up to code.
They would like to build and have the empty lot to the south of the library.
Aaron from Studio GT presented plans of the building. It would be a single story with the attic used for mechanical. The building will have two zones for library and community space/meeting area. Will have the option to close off the community space when not in use. He also noted that there would be a separate space for a kid zone.
The exterior will showcase stone along the base with fiber cement siding. The existing library would be removed and become a lawn space.
Jody Sweeney was present to speak of the financial aspect of the new building. Jody has worked with many libraries to do fundraising for new buildings. She is looking to raise 1.9 to 2.25 million through private donations. She noted several businesses are looking to donate materials.
Jody requested to come back and partnership with the board to get donations going. She noted that the building expense will need to be met before any construction is started.
FINANCE/TIF FINANCE
Reminder for the committee that the Tax Levy is due before or at the December meeting.
WATER AND SEWER

STREETS/ALLEYS/LIGHTS/SIDEWALK
The company will be here this week to do the crack sealing on the streets. Fehr Graham noted that we are approximately $5000.00 short on funds to complete all the streets. We will concentrate the work on the better streets and do less on the older streets that we intend to do overlay in the future. Board members agreed to add an additional $4000.00 to help cover all the streets. Mike requested that we have Fehr Graham ask the company to do the cemetery roads, if possible, while they are still in town.
BUILDINGS AND GROUNDS
Noah informed the board that Barkau Auto is not able to fulfill the bid for the 2026 Silverado chassis. They have many options for a 2027 but the board cannot accept them without a new bid. Noah made a motion to re-bid for a 2027 Silverado chassis with specifications the same. Motion second by Dean. Motion carried.
CEMETERY

POLICE
Kurt noted that he has hired another officer, giving us a total of four.
Kurt was informed of a car on South St. that has not been moved since it was parked there. Kurt will speak with the owner.
LIQUOR

Old Business
President Mat will speak with Mr. Schiffman regarding his questions on the calculation of the TIF reimbursement. With our agreement, the school will receive the full amount of tax due (as if there was no TIF District).
New Business
There will be no changes to the wage of the Trustees or Mayor.
Citizens State Bank has reached out requesting a meeting with President Mat and Jamie regarding options they can give to the village. Board members are not interested and do not want to pursue a bank change.
