March 30, 2026 (April Mtg)

Call to order at 7:00 pm by President Mat.

Members answering roll call, President Mat, Angie Niehaus, Noah Liebenstein, Dean Wright, Tim Martens, Jamie Melville, and Cheryl Liebenstein.

The minutes from the March meeting were reviewed and accepted without dissent, by Tim. Second by Angie. Motion Carried.

Tim made a motion to pay all bills as presented. With three approved add-ons. Motion second by Angie.  Motion carried.

No transfer of funds needed.

Tim made a motion to approve the treasurer report as presented. Second by Noah. Motion carried.

MAINTENANCE

VISITORS

Brian Nott, Fehr Graham was present to inform the board that the Crack Sealing project is out for bids.  Bids will be opened April 7, 2026 at Fehr Graham office. Brian noted we had approximately 80,000 linear feet of seal to do and they estimated a cost of $100,000.00.

Brian gave us new estimates for water main looping near Spahn & Rose and another looping near Garfield St. These projects will be on hold for now.

The board discussed the automatic flusher which attaches to the hydrant and runs on a timer. These are adjustable to the amount of water to flush. Rob will want to discharge the water to the sewer system. The box attached to the hydrant will have a lock on it to prevent anyone from messing with the controls. The board discussed purchasing two. One to mount to hydrant at the end of Garfield St. and one that Rob would move around the village as needed.

 FINANCE/TIF FINANCE

Appropriations will be due in June.

WATER AND SEWER

Rob noted that we need to replace a transfer switch that allows one well to shut down and transfer to the other. Cost is estimated at $9,100.00.  Dean made a motion to have the transfer switch replaced. Motion second by Noah.  Motion carried.

 It was noted that we can still switch between wells now, but Rob must do it manually.

STREETS/ALLEYS/LIGHTS/SIDEWALK

The committee discussed that we should adjust our water rates by at least 3% to keep up with the continued inflation. Normally we only increase at 25 cents per year. Dean made a motion to increase the water and sewer rate by 75 cents.  Motion second by Tim.  Motion carried.

BUILDINGS AND GROUNDS

Noah noted that we have eight applicants for summer help positions. The committee has eliminated three applicants and will conduct interviews for the remaining five.

Noah brought to the board the possibility of putting in a Disc Golf course in the greenspace. He has an individual that will donate the equipment needed. The board informed him to keep away from Rt 73.  We do not want any disc going onto the highway and possibly causing accidents.

The campground will be opened soon.  The Dog Park is open as it has been used all winter.

Clean Up Day is scheduled for May 2, from 8am to 2pm. Noah will look to see if we can get an Electronic Recycle Day for the residents.

Mill Pond needs to get cleaned up.  Rob and Noah will try to get some kayaks in there to remove debris.

POLICE

We have not received any resumes for a part-time officer.

LIQUOR

New license will go out this month.

New Business

President Mat informed the board that there was an article in the Village Voices paper.  The whole story was not stated. President Mat did speak with the School Board president to inquire whether he thought the Village was not paying the school the full TIF amount.  We in fact are paying the correct amount as we get our numbers from the TIF attorney. The numbers published in the article are not correct. Our TIF has allowed the village to grow and increase the number of students and growth of business. The board will not respond to the article published.
