Call to order at 7:00 pm by President Mat.

Members answering roll call, President Mat, Tom Smargiassi, Mike Tichler, Angie Niehaus, Noah Liebenstein, Dean Wright, Tim Martens and Cheryl Liebenstein.

The minutes from the June meeting were reviewed and accepted without dissent, by Dean. Second by Angie. Motion Carried.

The minutes from the TIF Annual Joint Review meeting were reviewed and accepted without dissent by Angie. Second by Tim.  Motion carried.

Tim made a motion to pay all bills as presented. Motion second by Tom.  Motion carried.

No transfer of funds needed.

Dean made a motion to approve the treasurer report as presented. Second by Angie. Motion carried.

VISITORS

Jeff Johnson was present to represent Boulevard Bash. The Bash will be held on August 22, 2026. The parade will begin at 11 am with the same route as years past. Jeff is requesting permission to park on the adjacent property and to have the Beer Garden on the Homecoming property.

Tom made a motion to approve the adjacent property for parking and to allow the Boulevard Bash to have a Beer Garden on the property with Little John’s Tap providing the liquor. Motion second by Dean.  Motion carried.

Tim and Noah spoke with Joel and Lori Mitchell regarding the annexation of the land for new a new home build for Audra Lartz. They are willing to annex the whole 40-acre plot. Tim and Noah were informed that they would be willing to sell a 20-acre plot if the village or a developer is interested. Tim would like to see a developer buy the land and expand our housing in the village.

Dean made a motion to authorize the village to pursue the annexation of a maximum of 40-acres, with a minimum of 20-acres, from Joel and Lori Mitchell and to move forward with the paperwork.  Motion second by Noah with roll call vote as follow: Tim-yes, Dean-yes, Noah-yes, Mike-yes, Angie-yes, Tom-yes. Let the record show 6-yes, 0-no and 0-absent

WATER AND SEWER

STREETS/ALLEYS/LIGHTS/SIDEWALK

The village is still waiting for the Crack Sealing to be done on the streets. Will contact Fehr Graham for an updated timeline.

A letter was sent to a homeowner regarding the need to replace a dangerous sidewalk on the property.  The letter stated a July 4th date to confirm the matter will be taken care of.  The village received no response, so at this time the village will move forward with the sidewalk replacement.  Noah made a motion to authorize Rob to complete the sidewalk work. Motion second by Dean.  Motion carried. Jamie will look into placing a lien on the home.

Noah noted that trees are upheaving the sidewalk on North/First St. After discussion, noting that the village did not want to remove more trees if they didn’t have to, Dean will contact the homeowner and see if they would be willing to relocate the section of sidewalk onto their property.

Noah requested that we get dirt and fill in the curb areas on North St and re-seed it.

BUILDINGS AND GROUNDS

The Disc Golf course is being installed now. Noah would like to have a small grand opening after the course is completed. It was noted that we need to get a porta potty for that area.

The 72-inch lawn mower is at Sloan’s getting repaired.  The mower was filled with gas and not diesel. Repairs are estimated at $3500.00. Discussion then turned to other possible options of part time help and not using high school students. Further discussion will be done in the spring. Rob did note that only two people are needed for summer work.

The committee is looking at replacing the red truck and possibly downsizing to a ¾ ton truck.  Board members questioned whether a ¾ ton truck would be able to handle a heavy snow. The committee was advised to price out both a ¾ ton and a 1-ton dump truck chassis for the August meeting.

Rob was told to have the brakes fixed now on the red truck.

CEMETERY

Ross Bremmer is willing to discuss land options for the cemetery if we need to expand. At our current rate for burials, we should have 10-15 years before all the plots are taken.

POLICE

The village has hired Sean Patridge as a part-time officer.

Kurt noted that he has a quote for new tires for the squad car. Board members approved Kurt to get the tires installed.

Kurt will contact the Sheriff Reserves for help with the parade.

LIQUOR

President Mat noted there have been no updates with the library/new build.

New Business

It was brought to the attention of the board that the signs on both the south and north ends of the village are in need of some care. Rob will have them looked at and painted.

Noah thought there may be an error on the bill we paid for the shirts and hoodies. He will speak with Christine on this matter.
