Call to order at 7:00 pm by President Mat

Members answering roll call, President Diehl, Tom Smargiassi, Angie Niehaus, Mike Tichler, Kirk Knoup, Dean Wright, Tim martens, Cheryl Liebenstein, and Jamie Melville.

The minutes from the August meeting were reviewed and accepted without dissent, by Tim. Second by Angie. Motion Carried.

The minutes from the TIF Annual Joint Review meeting were reviewed and accepted without dissent by Dean, Second by Tim.  Motion carried.

The committee made a motion to pay all bills as presented, Motion second by Kirk.  Motion carried.

Jamie will need to transfer $175,000.00 from Sales tax to the General Fund.  Jamie will send the Fischer Walgren Rd bill to TIF lawyers for approval to pay 50/50 from General and TIF accounts.

Tim made a motion to approve the treasurer report as presented. Second by Mike. Motion carried.

Maintenance Report

Visitors

WALGREN RD: Derek was not present for the meeting and President Mat gave the updates.  Walgren road is complete and Fehr Graham has approved the first and final payment to Fischer Excavating. There is one resident where the downspouts and sump pump need to be diverted to the storm sewer.  President Mat will speak with Derek regarding who covers the cost. There is also one sewer grate that is missing.

FINANCE/TIF FINANCE

No report

WATER/SEWER

The annual inspection for the water has been completed.  We were notified that we need to have the water reservoir inspected.

Rob had a problem with lime build up on the chlorine line.  He was told that it is a common occurrence and will need to be cleaned on a regular schedule.

Rob noted that the SCADA computer froze up on him and he was without access to any alarms for the wells or pumping.  He will speak with Derek to see what can be done to avoid any down time.

STREETS/ALLEYS/LIGHTS/SIDEWALK

The street age plan has been completed by Fehr Graham.  Board members advised the committee that the road by the cemetery will need to be done next year.

BUILDINGS/GROUNDS

CEMETERY

The new message center at the cemetery is in and Rob is in the process of putting it up. Steve Brinkmeier would like to put up a Memorial plaque to honor the veterans who were killed in action.  Angie will speak with him about adding the plaque to the message center.

Angie would like to see a trash can at the cemetery. Rob will put one up but will monitor it for persons putting their regular garbage in it. If this becomes a problem, he will remove the can.

POLICE

The committee spoke with Dave and Fred regarding the donation from Crime Stop and the purchasing of a new vehicle. Crime Stop has donated $12,000.00 to the village for the purchase of mandated body cameras for the police officer. Crime Stop also noted that they will be able to donate $15,000.00 to the police for the purchase of a new squad car.  This donation will not be until 2024. The committee will check to see if we can legally purchase a used vehicle without having to bid it out. 

LIQUOR

Old Business

Boulevard Bash went well this year.  There was one complaint of stolen firewood and Fred contacted the homeowner.

New Business

Trick or Treat hours will be held October 31st from 5pm to 7pm.

TIF Joint Review 8-7-2023
