Call to order at 7:00 pm by President Mat
Members answering roll call, President Diehl, Bob Asche, Bob Knoup, Mike Tichler, Tim Martens, Cheryl Liebenstein and Jamie Melville.
The minutes from the August meeting were reviewed and accepted without dissent, by Bob A. Second by Kirk. Motion Carried.
Committee made a motion to pay all bills as presented. Motion second by Bob A. Motion carried.
Tim made a motion to approve the treasurer report as presented. Second by Bob K. Motion carried.

Maintenance Report
Visitor
Fran Dole was present to voice concerns after the recent flooding. She would like to see a Fire truck left on the North side of town, throughout the flood, while the roads are shut down. She noted that the Kent fire truck left when the road barricades went up. Fran was informed that this is not a village decision and that she should be in contact with the Fire District. Fran was given the information on their meetings and a contact phone number.
Derek (Fehr Graham) was present to update the board on our current and future projects.
Well #3 is near completion. The last of the Punch list is almost done with two items to complete. Nicam said it will be complete in the next week or two.
Water Main Looping – We received 4 bids for the project ranging in cost of $147,200.00 up to $209,615.00. The board decided they would like to accept the base bid for looping Lumar Dr and Bradmar Dr, along with the alternate #1 which would include work on Devore/South St to upgrade a section of small water main with a 6 inch. Motion was made by Bob K to accept the Fischer bid for the base bid with alternate #1 for a cost of $156,117.00. Motion was second by Kirk with roll call vote as follows: Tim-yes, Kirk-yes, Mike-yes, Bob K-yes, Bob A-yes. Let the record show 5-yes, 0-no and 1-absent.
North St/First St. - Fischer will come in and replace the intersection to alleviate the standing water.
Walgren Rd – The request for permits is in IDOT office. We will hold off on this project until spring.

Mike reported that he has found a plaque for about $150.00 which would list all the names of persons that donated Memorial trees throughout the years. Mike will continue to complete this project.
POLICE
Fred reported that the First Net has dropped off the Demo phones. Fred has had no dropped calls and has a constant hot spot for internet use. Fred feels this a much better product and service than what we have now.
Motion was made by Bob K to go with First Net Technology for phone service for both Police and Maintenance. Motion second by Bob A. motion carried. Fred will speak with First Net and get this switched over.

The walk bride supplies are here and Kempel construction will be working to replace it.
The lot deed has been filed by the Historical Organization.
The Lion’s club is looking for projects and it was suggested that the village install a playground on the North side in one of the empty lots. Will speak with the club to see if they would be interested in doing this. The Lion’s club will also look at adding a walk path to the Dog Park.
New Business
The fishing pier at Mill Pond will need to be replaced due to damage from the flood. The committee will work with Rob to get this completed.
The TIF annual meeting will be held October 3rd at 5:30.
Hometown Motors would like to keep their business in Pearl City but wishes to move out of the flood area. The board will look at options with Kempel and the Elevator. Board members were asked to watch for any open space with building potential.
Yellow Creek Quilt Design is celebrating their 30th year of business in town. Flowers have been sent to congratulate them on this milestone.
Senator Stewart will be at the Village Hall on September 14th from 12-1pm to meet with the public.
There have been complaints regarding potholes at the Elevator lot near the Post Office. They have fixed the potholes since learning of the complaints.
Bob A made a motion to have Trick or Treat hours on Monday October 31st from 5pm to 7pm. Motion second by Tim. Motion carried.
We have a Consolidated Election in April 2023. The board will have 4 positions open to include three 4yr terms and one 2yr term for trustees. Board members are asked to get the word out and encourage persons of interest to pick up nomination packets.
