Call to order at 7:00 pm by President Mat

Members answering roll call, President Diehl, Tom Smargiassi, Angie Niehaus, Kirk Knoup, Tim martens, Jamie Melville, and Cheryl Liebenstein.

The minutes from the October meeting were reviewed and accepted without dissent, by Angie. Second by Tim. Motion Carried.

The committee made a motion to pay all bills as presented.  Motion second by Kirk.  Motion carried.

Dean made a motion to approve the treasurer report as presented. Second by Angie. Motion carried.

No transfer of funds needed.

Maintenance Report

Visitor

Fehr Graham was not present at the meeting.  President Mat noted that Derek informed him they have a solution for the downspout tie-in on Walgren Rd.  This will be completed in the spring.

Derek is still waiting to meet with Fischer on the water standing issue with North St.

FINANCE/TIF FINANCE

Tim presented to the board members the 2024 Tax Levy in which he raised the levy by about 5%.  Tim made a motion to approve the Tax Levy as presented.  Motion second by Tom.  Motion carried.  Jamie will add in the new numbers and convert the tax levy to an excel program.

WATER/SEWER

Inspection of the lift station revealed that we have a pump that needs to be repaired and/or replaced to meet the new standards.  Replacement of the pump will cost about $10,200.00.  Rob feels the pump is in good condition and recommends the update/repair which will be about $5,300.00. Tom made a motion to pull the pump and refurbish it per Rob’s recommendation.  Motion second by Kirk.  Motion carried.

The EPA has informed Rob that the water reservoir needs to be inspected.

The apartments owned by Kempel’s had water backup in the building. Brinkmeier’s plumbing thinks the village had a blockage on our main line. The committee will meet to decide on any reimbursement.

STREETS/ALLEYS/LIGHTS/SIDEWALK

The committee will meet with Rob and determine the street maintenance for spring 2024.

BUILDINGS/GROUNDS

CEMETERY

Angie reported that she has a quote from Hometown Trophy for the Memorial plates at $80.00.  Angie will continue working with them to get the plaque completed.

Fran Dole would like one of the memorial trees she bought replaced.  Angie noted replacement is around $305.00.  The committee will make the final decision.

 POLICE

Tom has been looking at replacement cars for our Durango.  The four that he found have sold already. A 2016 Dodge Charger is retailing for about $18,795.00.  Tom will contact Fred regarding the charge for the body cameras and any donation from Crime Stop. Tom will keep Fred posted about anymore vehicles he finds so they may go and look at them together.  Tom noted that the used police vehicles are selling fast.

LIQUOR

Old Business

Board members discussed the option to upgrade our contract with Gill’s Disposal a year early.  Gill’s have informed the board that if we do an early contract, they will provide each house two new bins for garbage and recyclables. Board members feel that in the future the new bins will be mandatory and getting them at no cost would be an incentive for the contract upgrade. Dean made a motion to upgrade our contract with Freeport Gill’s Disposal to include two free bins for each house.  Motion second by Tom. Motion carried.  We will have Josh bring the contract to our December meeting so that we can review it together.
